eThekwini Council Approves WhatsApp Whistleblowing Platform to Curb Bylaw Violations

The eThekwini Municipal Council has approved a motion to introduce a new WhatsApp-based whistleblowing platform aimed at making it easier for residents to anonymously report bylaw infringements and submit tip-offs.

The initiative, tabled by the Democratic Alliance (DA), seeks to modernise public engagement, improve service delivery, and foster transparency within the municipality.

DA councillor Zoe Solomon, who introduced the motion, explained that the platform will streamline the reporting process. “Instead of relying solely on a landline to report illegal dumping, unauthorized occupations, or traffic violations, residents will now be able to use WhatsApp and receive a reference number, ensuring their concerns are directed to the relevant department,” she said.

Solomon added that many residents are deterred from reporting offences due to the expectation that they must submit affidavits or serve as witnesses in legal proceedings. “This platform will allow people to report wrongdoing anonymously, removing the burden of formal follow-ups that discourage civic participation,” she noted.

The DA emphasized that while the WhatsApp option will enhance accessibility, existing landline services must remain available for residents without smartphones or internet access, particularly during emergencies.

The municipality is expected to provide further details on the platform's rollout and how residents can access the service in the coming weeks.
