KZN Public Works MEC Raises Concerns Over Insufficient Budget Allocation

KwaZulu-Natal Public Works MEC Martin Meyer has expressed concern over the department's insufficient budget allocation, following the tabling of the provincial budget this week. Meyer pointed out a significant disconnect between the rates the department must pay and the budget it receives, which he believes is hindering the ability of his department to fulfill its responsibilities effectively.

“We are doing everything we can to minimize our footprint with rates in an effort to bring down what we pay,” Meyer said. “However, as long as the gap remains between what we’re allocated for rates and what we actually need to pay, our budget will not be sufficient for us to carry out the core functions of public works and infrastructure.”

Meyer raised concerns about the 2025/26 financial year's budget, warning that it could result in a substantial shortfall that may impact their ability to meet municipal rate payments. He further explained that late payments from clients compound the issue.

Speaking before the provincial legislature on Thursday, Meyer revealed that the department has been in ongoing discussions with the Treasury regarding their financial challenges. He emphasized the critical issue of the mismatch between the rates municipalities demand and the funds allocated by the Treasury.

“This disconnect between what we must pay and what we are provided with is causing difficulty in meeting our financial obligations,” Meyer said. “As a major ratepayer, when we struggle to pay municipalities, they, in turn, face challenges in delivering essential services to the people.”
