Human Rights Commission Investigates Impact of Load Reduction on Disadvantaged Communities

The South African Human Rights Commission (SAHRC) has launched an inquiry to investigate the impact of load reduction on human rights, following multiple complaints from affected communities.

The commission’s investigation stems from allegations that load reduction, which is implemented as part of the country’s energy management plan, disproportionately affects disadvantaged communities, including rural areas, informal settlements, and townships.

Numerous community groups and individuals have raised concerns with the commission, claiming that load reduction schedules unfairly target these areas while more affluent neighborhoods seem to experience fewer power outages.

The inquiry will examine whether these practices violate human rights, particularly the rights to dignity, equality, and access to basic services. The SAHRC has stated that the investigation is part of its commitment to addressing inequalities in service delivery and ensuring that policies do not further marginalize vulnerable populations.
