High Court to Hear Challenge Against Offshore Oil and Gas Exploration

A full bench of the High Court in Cape Town is set to continue hearing a review application brought by environmental activists and fishing communities opposing the government’s approval of offshore oil and gas exploration along South Africa’s West Coast.

The application challenges the environmental authorisation granted to TotalEnergies, with applicants arguing that the approval process was flawed and did not comply with the National Environmental Management Act.

Among those bringing the application are the Aukotowa Fisheries Cooperative, The Green Connection, and Natural Justice.

The groups are seeking to halt planned exploration activities in the Deep Western Orange Basin, warning that drilling operations could further strain marine ecosystems already under pressure from climate change.

Small-scale fishers have also voiced concern over the potential impact on their livelihoods, particularly on key species such as snoek, which many coastal communities rely on.

One fisher said the industry cannot risk damage to vital marine resources, noting that similar exploration activities in neighbouring Namibia have already had knock-on effects on local fishing areas, including Port Nolloth.

Fishers have further criticised what they describe as a lack of meaningful consultation, accusing the Department of Mineral Resources and Energy of making decisions without adequately involving affected communities.

The matter continues in court.
